Malaysia’s data-centre market continues to expand, but investors can no longer evaluate sites based mainly on acreage, price and distance from Kuala Lumpur.
In Selangor, the critical question is now whether a proposed site can support the project’s electricity, water, sustainability and approval requirements.
Malaysia’s rapid data-centre development has increased scrutiny over power consumption, water use and local community impact. Selangor is assessing proposals according to energy and water efficiency, renewable-energy planning and local economic contribution.
What has changed?
Two years ago, landowners could attract attention by highlighting:
- Nearby high-voltage infrastructure
- Large contiguous acreage
- Proximity to Kuala Lumpur or KLIA
- Industrial zoning
- Competitive land cost
Those factors remain important, but they are no longer sufficient.
Investors now require clearer evidence that a site can obtain substantial power within an acceptable timeframe and operate without creating unacceptable pressure on local water and electricity networks.
Why electricity capacity must be verified
TNB has identified data centres and industrial users as major contributors to Malaysia’s rising electricity demand. Its 2026 disclosures indicate that electricity demand is expected to grow as new high-load projects enter the system.
However, proximity to a PMU, PPU or transmission line does not guarantee immediate capacity.
A buyer should verify:
- Existing nearby infrastructure
- Available capacity
- Required connection works
- Estimated delivery timeline
- Cost responsibility
- Redundancy requirements
- Whether a dedicated substation is necessary
A technically suitable site may still become commercially unviable if energisation takes several years.
Water is becoming an approval and community issue
Data centres may use water for cooling, depending on their design.
Investors should assess:
- Daily water requirement
- Potable versus treated-water use
- Cooling technology
- Recycling capability
- Drought resilience
- Impact on surrounding communities
Closed-loop systems, treated wastewater and less water-intensive cooling methods are becoming commercially important, not merely environmental marketing claims.
Renewable energy is moving into due diligence
Hyperscale operators typically have sustainability commitments. A land proposal should therefore explain how the project may access:
- Corporate renewable-energy arrangements
- Green electricity programmes
- On-site solar
- Battery energy storage
- Energy-efficient cooling
- Carbon reporting
Landowners who cannot explain the renewable-energy pathway may lose technically sophisticated buyers.
Investor takeaway
The best data-centre land is not necessarily the cheapest land or the site closest to Kuala Lumpur.
It is the site that provides the clearest and lowest-risk pathway to:
- Power
- Water
- Fibre
- Approvals
- Sustainability compliance
- Long-term expansion
